requirement clarification

Hi Nvidia and Nebius teams,
I would like to clarify 2 things.
1) If my project is meant to be an app that sits on a persons device does it have to be hosted on the Nebius serverless platform, is it mandatory to use the Nebius cloud platform?
2) will i be able to use other AI models from another provider assuming I have already met the requirement of using at least 1 Nvidia Nemotron model on Nebius token factory?
